| The amendment retains the repeal of the Savings Offset Payment but eliminates the increase in the tobacco tax and the new hospital surcharge. Without the increase in the tobacco tax, the amendment does not increase General Fund revenue by $1,124,716 in fiscal year 2007-08 and $1,513,335 in fiscal year 2008-09 due to an increase in sales tax resulting from the increase in the tobacco taxes, and therefore, the amendment has a net General Fund cost. | ||||||
| The amendment would not create the Maine Individual Reinsurance Program within the Department of Professional and Financial Regulation. The amendment does create the Maine Individual High-Risk Reinsurance Pool Association, but does so as a non-profit non-governmental legal entity so the resulting costs and assessment do not have a state fiscal impact. | ||||||
| The amendment would eliminate the need for additional allocations and the creation of positions in the Bureau of Insurance with any remaining costs absorbed utilizing existing resources. | ||||||
