Fiscal Detail and Notes
The Department of Education will require Fund for a Healthy Maine allocations totaling $1,508,566 in fiscal year 2008-09 for the costs associated with reimbursing local school units who provide free breakfasts to those students who are eligible to receive free or reduced-price meals under the National School Lunch Program.
This bill includes a Fund for a Healthy Maine allocation of $1,423,566 in fiscal year 2008-09 to the School Breakfast program for the cost of providing free breakfasts to those students who are eligible to receive free or reduced-price meals under the National School Lunch Program.  This cost estimate is based on the following assumptions:  1) 74,300 students being eligible for the free breakfast program; 2) a total per breakfast cost of $1.44; 3) 175 school days, and 4) a total federal reimbursement of $17,299,676.  The actual cost in fiscal year 2008-09 may be higher or lower depending on actual experience.
The School Breakfast program within the Department of Education will require an additional one-time allocation of $85,000 in fiscal year 2008-09 for the costs associated with making system modifications in order to reimburse local school units.
Based on all enacted legislation and revenue forecasts through the end of the 1st Regular Session of the 123rd Legislature, the available balance in the Fund for a Healthy Maine at the end of fiscal year 2008-09 is expected to be $4,158,841.
