	Establishing a time limitation on the Department of Administrative and Financial Services to purchase or lease property for the purpose of siting communication structures and equipment may result in expenditures for property acquisition occurring earlier than expected.  It is assumed that the time limit will not prevent the project from moving forward because 5 years should be adequate to acquire the needed property.
