	Establishes new Class E crimes.  Impact will be primarily to the county jail system.  The average cost to the county for a Class E crime is $2,959 based on an average length of stay of 27 days at $109.60 per day.

	Requiring municipalities or, in unorganized territory, counties to institute a permitting process for scrap metal recyclers is a state mandate pursuant to the Constitution of Maine.  Additional costs to local governmental units would be incurred for establishing and maintaining forms, applications, standards and enforcement.
