	This bill requires local plumbing inspectors to assist the Department of Environmental Protection and the Department of Marine Resources in identifying failing septic systems affecting shellfish harvesting areas, provide information on property ownership within certain designated areas and to provide for an inspection by a certified independent inspector.   Pursuant to the Mandate Preamble, the two thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional local costs.
