	This amendment makes the effective date of this legislation contingent upon receiving Federal funding sufficient to fully cover the cost to the State of complying with the federal REAL ID Act of 2005.  It eliminates the Highway Fund revenue of $3,051,375 and the Highway Fund allocation of $1,528,944.
