Amend the amendment by striking out the substitute title and replacing it with the following:
‘Resolve, To Direct the Department of Inland Fisheries and Wildlife To Review Inland Waters for Noncommercial Smelt Fishing Opportunities’
Amend the amendment by striking out all of section 1 and inserting the following:
‘Sec. 1. Review of certain waters for smelt fishing opportunities. Resolved: That the Department of Inland Fisheries and Wildlife shall determine the suitability of waters in Oxford County and Franklin County for noncommercial smelt fishing opportunities, including, but not limited to, Upper Richardson Lake and Lower Richardson Lake, Mooselookmeguntic Lake and Rangeley Lake and their tributaries. The department shall consider establishing a rotational system for smelt fishing between a number of locations in those counties to reduce the impact on any single smelt population; and be it further
Sec. 2. Review of inland waters for smelt fishing by youth. Resolved: That the Department of Inland Fisheries and Wildlife shall review inland waters on a statewide basis to identify any water bodies that are not currently open to smelt fishing where the department may propose to permit a person who has not attained 16 years of age to fish for smelt for noncommercial purposes; and be it further
Sec. 3. Report. Resolved: That the Department of Inland Fisheries and Wildlife shall report its findings and recommendations regarding this resolve to the Joint Standing Committee on Inland Fisheries and Wildlife by January 15, 2010.’

This amendment replaces Committee Amendment "A" and directs the Department of Inland Fisheries and Wildlife to determine the suitability of waters in Oxford County and Franklin County for noncommercial smelt fishing and to review inland waters on a statewide basis to identify any water bodies that are not currently open to smelt fishing where the department may propose to permit a person under 16 years of age to fish for smelt for noncommercial purposes. It also directs the Department of Inland Fisheries and Wildlife to report its findings and recommendations to the Joint Standing Committee on Inland Fisheries and Wildlife by January 15, 2010.
