	Provides an appropriation of $482,040 in fiscal year 2009-10 and $664,572 in 2010-11 for the additional costs the State will need to pick up as a result of a $15 per month increase in the personal needs allowance for residential care/boarding home residents.  This assumes 3,204 residents will be allowed to keep an additional $15 of their personal needs allowance and 550 residents for whom the state already pays an additional $5 per month would be able to keep an additional $10 per month.  These costs to the State are not matched by Medicaid. The first year effective date is assumed to be October 1, 2009.
	Also provides an appropriation of $145,901 in fiscal year 2009-10 and $201,149 in fiscal year 2010-11 for the State's share of the cost of increasing the minimum personal needs allowance for MaineCare nursing home residents to $50 per month.  The current nursing home personal needs allowance is $40 per month.  It is assumed that 4,555 nursing home residents would retain an additional $10 per month, resulting in the MaineCare program picking up a total cost of approximately $550,000 annually that is split between the state and federal governments based on the federal medical assistance percentage (FMAP).  The first year effective date is assumed to be October 1, 2009.
