	This amendment delays the effective date and eliminates the current biennium costs for apportionment.  The apportionment costs would remain as budgeted in fiscal year 2012-13.  This amendment would also delay the savings of the bill by 2 years.
	If approved by the voters as amended by this amendment, the reduction in the number of legislators will result in savings from legislative salaries and expenses as estimated below:
