	The bill's requirement for the Department of Health and Human Services to provide an adoptive family for a child placed with the family with a subsidy through the execution of a four year contract during which time the reimbursement cannot decrease for any reason would limit the Department's ability to manage program spending within appropriated or otherwise available resources.  The bill's moratorium on any reduction in adoption subsidy payments between October 1, 2009 and September 30, 2013 could have a similar impact.
