The bill includes an Other Special Revenue Funds allocation to the Department of Public Safety, Drug Enforcement Agency of $150,000 in fiscal year 2010-11 to contract with an outside firm to administer drug manufacturer programs for the collection, handling, transportation, management and disposal of unwanted covered drugs. This estimate assumes that a certain portion of manufacturers will specify in their application to the Department of Environmental Protection (DEP) that their program is the current program administered by the Maine Drug Enforcement Agency (MRSA Title 22, §2700). Other Special Revenue Funds revenue will increase by $150,000 in fiscal year 2010-11 and $300,000 in fiscal year 2011-12 and ongoing for amounts paid by manufacturers to the Department of Public Safety to administer their program. | ||||||
This bill requires the DEP to adopt technical rules to implement an unwanted covered drug program, as well as convene a stakeholder group to advise the DEP regarding implementation. The DEP can perform these tasks within existing budgeted resources. The Department of Health and Human Services can perform its duties under this bill utilizing existing budgetary resources. The bill also could require drug manufacturers to provide $150,000 for data gathering and analysis if requested by the Department of Health and Human Services. It cannot be determined at this time if and how much the department would collect and spend under this provision. |
