| Modifying the statute of limitations on oil discharge violations to three years may decrease the fees collected by the Department of Environmental Protection (DEP), depending on the severity and the clean-up costs associated with the spill. This fiscal note assumes two violation cases in a three-year period, resulting in a total of $40,000 of fines. This amount was distributed over the period 2009-10 to 2012-13 on a per year average basis. | ||||||
