| This bill repeals the three existing methods of collecting E-9-1-1 surcharges on prepaid wireless telecommunication services and creates one method of collecting the surcharges at the point of sale. To accommodate the new collection method, this bill includes a one-time allocation of $10,000 to Maine Revenue Services (MRS) to implement the collection and remittance of the prepaid wireless E-9-1-1 surcharges. The cost to MRS includes modifying the sales tax form, computer programming and creating a monthly report. The resource for the $10,000 will come from a transfer from the Public Utilities Commission E-9-1-1 Fund on or before October 1, 2009. Additionally, MRS will retain up to 2% of the surcharges for two calendar years beginning January 1, 2010 to cover administrative costs. The estimated surcharge revenue is $86,000 annually and 2% equals $1,720. This amount has been prorated to $880 in FY 2009-10 due to the January 1, 2010 effective date. | ||||||
