	This bill directs the Governor's Office of Energy Independence and Security to develop recommendations and provide incentives for geothermal heating/cooling systems and requires a report of its findings and recommendations to the Legislature.  These costs, as well as additional costs to Efficiency Maine Trust and the Maine State Housing Authority related to consultation on the above matters can be absorbed by the respective departments within existing budgeted resources.
