| Prohibiting the sale or distribution of flavored tobacco wrappers and flavored cigars other than premium cigars will cause a substantial revenue loss to the General Fund in the form of reduced tobacco products taxes and reduced sales taxes. Eliminating a transfer between the Fund for a Healthy Maine and the General Fund will also substantially reduce revenue to the General Fund. | ||||||
