	Includes a deallocation of $34,330 in fiscal year 2009-10 and $102,990 in fiscal year 2010-11 from the Division of Data, Research and Vital Statistics in the Department of Health and Human Services to reflect a reduction in fees for obtaining copies of vital records.  Assumes fees for obtaining vital records will be reduced from $60 to the $15 level in effect in September 2009.
