An Act To Require State Agencies To Give Priority to State Armories When Renting Space for Meetings

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 5 MRSA §1754  is enacted to read:

§ 1754 Department and agency use of state armory space for meetings

1 Availability.   The Department of Administrative and Financial Services, Bureau of General Services shall coordinate with the Department of Defense, Veterans and Emergency Management, Military Bureau to determine the availability of space in armories that is appropriate for the needs of state departments and agencies holding meetings or activities outside of their normal locations. The Military Bureau shall distribute information regarding available space in armories to all departments and agencies.
2 Priority consideration.   A state department or agency holding a meeting or activity outside of its normal location must give priority to the use of any available space in an armory within 10 miles of the area from which the majority of the persons attending the meeting or activity will be traveling to the meeting or activity. The Director of the Bureau of General Services within the Department of Administrative and Financial Services may waive the requirements of this subsection if the director concludes that another location is required by state or federal law or if an armory is not available that contains facilities that are necessary for the meeting or activity.

This bill requires state departments and agencies that hold meetings or other activities outside of their normal locations to give priority to space in state armories within a reasonable distance unless another location is required by law or an armory is not available that contains facilities that are necessary for the meeting or activity.
