‘An Act To Provide Funding for Advanced Placement Courses’

‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, during the 2007-2008 to 2009-2010 school years, the Department of Education received federal funds to provide online advanced placement courses that benefited students and teachers in high schools located in economically disadvantaged and rural parts of the State; and
Whereas, the federal grant that provided funds for the delivery of online advanced placement courses has ended and funding is needed to continue to provide students with access to these rigorous courses for the 2011-2012 school year; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Be it enacted by the People of the State of Maine as follows:
Sec. 1. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides ongoing funds for the Advanced Placement Program within the Department of Education to provide 10 online advanced placement courses per year to high school students in Maine.

summary
This amendment is the minority report of the Joint Standing Committee on Education and Cultural Affairs. The amendment strikes the bill and replaces it with an emergency bill that reduces the level of ongoing funds for the Advanced Placement Program within the Department of Education. The amendment provides funding for 10 online advanced placement courses per year to high school students in the State instead of 20.
