An Act To Amend the Motor Vehicle Laws Concerning Driving with Animals
Be it enacted by the People of the State of Maine as follows:
						Sec. 1. 29-A MRSA §2119 is enacted to read:
§ 2119. Animal impeding control or vision; prohibition
 1.  Prohibition.     A person may not operate a motor vehicle:
							 A.  With an animal situated on the person's lap; or
								 B.  While permitting an animal located inside the vehicle to:
										
									
										
								
							(1) Impede the person's free access to and use of the motor vehicle's controls; or
(2) Obstruct the person's vision.
 2.  Penalty.     A person who violates this section commits a traffic infraction for which a fine of not less than $50 for the first offense and not less than $250 for a 2nd or subsequent offense may be adjudged.

This bill prohibits a person from operating a motor vehicle with an animal on the person's lap or while otherwise allowing an animal to impede the control or vision of the person.
