‘Sec. 1. 12 MRSA §10853, sub-§15 is enacted to read:
15. Complimentary license for killed coyotes. A resident who hunts coyote and who has killed 10 coyotes within one year may be issued a complimentary hunting license under section 11109, subsection 3, paragraph B for the subsequent year upon application to the commissioner and upon certification of the coyotes killed. The commissioner shall adopt rules governing the certification of coyotes killed under this section. Rules adopted pursuant to this subsection are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.’
