‘Resolve, To Study the Feasibility of Transferring Administration of the Liquor Laws to the Bureau of Alcoholic Beverages and Lottery Operations’

‘Sec. 1. Bureau of Alcoholic Beverages and Lottery Operations and the division of liquor licensing within the Department of Public Safety to examine the feasibility of transferring the administration of the liquor laws. Resolved: That the Director of the Bureau of Alcoholic Beverages and Lottery Operations within the Department of Administrative and Financial Services or the director's designee and the director of the division of liquor licensing within the Department of Public Safety shall examine the feasibility of transferring the administration of the laws governing alcoholic beverages from the division of liquor licensing to the Bureau of Alcoholic Beverages and Lottery Operations. The directors jointly shall issue a report to the Joint Standing Committee on Veterans and Legal Affairs no later than February 1, 2012. The report must include a list of the responsibilities of the division of liquor licensing and indicate which of those responsibilities requires the use of a sworn law enforcement officer. The report must consider staffing and personnel changes and any cost savings that would be recognized as the result of transfer. The report must include a list of statutory changes that would be necessary to facilitate the transfer. The Joint Standing Committee on Veterans and Legal Affairs is authorized to report out a bill to the Second Regular Session of the 125th Legislature based on the findings of the report.’
