Amend the bill in section 4 in §522 by inserting after subsection 5 the following:

5-A Compensation.   Members of the authority may be compensated for per diem and expenses as provided in the board's bylaws from money received under subsection 7.

Amend the bill in section 4 in §522 in subsection 7 in the 7th line (page 2, line 15 in L.D.) by inserting after the following: "purpose of the authority." the following: ' Funds may be used to compensate members of the authority for per diem and expenses in accordance with the board's bylaws.'

Amend the bill in section 5 in subsection 1 in the 12th line (page 2, line 37 in L.D.) by inserting after the following: "subchapter 2-A." the following: ' Notwithstanding this subsection, rules establishing fees, including promotion fees pursuant to section 524, are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A.'

Amend the bill in section 8 in §526 in the first paragraph in the last line (page 3, line 34 in L.D.) by inserting at the end the following: ' A director of the authority must comply with the requirements of Title 5, section 18.'

Amend the bill in section 10 in §532 in the first paragraph in the 6th line (page 4, line 18 in L.D.) by inserting after the following: "martial arts" the following: ' or boxing'

SUMMARY

This amendment provides that members of the Combat Sports Authority of Maine may be compensated for per diem and expenses from revenue received by the authority in accordance with the bylaws of its board of directors. It requires that rules establishing fees, including promotion fees, are major substantive rules. It also adds a cross-reference to the disclosure and conflict-of-interest requirements of the Maine Revised Statutes, Title 5, section 18.
