An Act To Encourage Better Grades for High School Students by Linking Grades with the Granting of a Driver's License

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 29-A MRSA §1302, sub-§3  is enacted to read:

3 Proof of grades for secondary school student.   The Secretary of State may not accept the application for a license of a minor who is enrolled in a secondary school unless the application is accompanied by a letter from the superintendent or principal or an agent of the superintendent or principal or, in the case of a minor who is home-schooled, the person who is in charge of the instruction of that minor, attesting to the fact that the minor is not failing more than one class the successful completion of which is a requirement for graduation. The superintendent or principal or agent of the superintendent or principal shall submit a letter under this subsection to a minor describing the minor's academic standing no later than 5 business days after a request by the minor. The Secretary of State shall revoke for a period of one year the license of a minor who submits a fraudulent letter with an application for a license or, in the case of a minor who has not been issued a license, the Secretary of State may not issue a license to that minor until at least one year after the minor submitted the fraudulent letter to the Secretary of State.
