Amend the bill by striking out the title and substituting the following:

‘Resolve, Directing the Secretary of State To Update the 2005 Report on Instant Run-off Voting’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Secretary of State to report on instant run-off voting method. Resolved: That, no later than March 15, 2012, the Secretary of State shall provide an updated version of the Secretary of State's 2005 report on the feasibility of instant run-off voting made pursuant to Resolve 2003, chapter 117 to the Joint Standing Committee on Veterans and Legal Affairs. The report must include a list of any jurisdictions in the United States that have adopted the method for local or statewide elections since 2005, advances in voting tabulation machines that can accommodate instant run-off voting and the approximate costs of those machines. The report must also include information on the 2010 election for mayor of the City of Portland conducted using the instant run-off method describing the voter-education campaign conducted in the City of Portland and analyzing the positive and negative aspects of the administration of the election. The Joint Standing Committee on Veterans and Legal Affairs is authorized to report out a bill to the Second Regular Session of the 125th Legislature based on information included in the report.’

This amendment is the minority report of the committee. It replaces the bill with a resolve directing the Secretary of State to update a 2005 report on the feasibility of the instant run-off voting method. The report must also include an analysis of the 2010 mayoral election in the City of Portland that was conducted using the instant run-off method. The amendment authorizes the committee to report out a bill based on the report.
