Amend the bill by inserting after the title and before the enacting clause the following:

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  the provisions of this Act must take effect immediately to ensure that the Department of Inland Fisheries and Wildlife has sufficient time to implement the changes in this Act to the complimentary licenses issued to Maine's federally recognized Indian tribes before the start of this year's hunting season; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,

Amend the bill in section 1 in subsection 8 in the 9th line (page 1, line 12 in L.D.) by striking out the following: "that" and inserting the following: ' that a'

Amend the bill in section 1 in subsection 8 in the 10th line (page 1, line 13 in L.D.) by inserting after the following: "tribe" the following: ' listed in this subsection'

Amend the bill by adding before the summary the following:

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

SUMMARY

This amendment adds an emergency preamble and emergency clause and clarifies that the Commissioner of Inland Fisheries and Wildlife may issue the complimentary licenses to hunt, fish and trap only to members of Maine's 4 federally recognized tribes.
