	Assumes a reduction in Other Special Revenue Funds revenue from reducing the fee for researcher identification cards from $50 to $25 and extending the validity period of the card to two years.  Also assumes additional costs for rulemaking are expected to be minor and can be absorbed utilizing existing budgeted resources.
