	Additional costs to the Public Utilities Commission (PUC) to provide payment schedules for persons fined for violations of the "dig safe laws" but who face undue financial hardship if forced to pay the entire fine at once can be absorbed within existing budgeted resources.  Additional costs to the PUC and the Office of the Public Advocate to participate in a working group to develop recommendations for clarifying and simplifying the "dig safe laws" and related administrative rules and to submit the required report can be absorbed within existing budgeted resources.
