Fiscal Detail and Notes
	This bill includes General Fund appropriations of $2 million annually to the Department of Environmental Protection (DEP) beginning in fiscal year 2011-12 to compensate landowners who seek compensation from the state for the amount of any property value losses incurred as a result of more stringent setback regulations that apply to areas containing significant vernal pool habitat.  The fiscal note assumes 200 landowners would qualify for an average of $10,000 in compensation each year.
