Allowing municipalities to enact ordinances that permit the expansion of non-conforming structures in shoreland zones so as to increase a structure's volume or floor area by 30% or more in addition to the requirements of Title 38, Maine Revised Statutes, will require the Department of Environmental Protection (DEP) to amend its rules.  The cost of amending its rules in that regard can be absorbed by the DEP within existing budgeted resources.
