State Mandates
Required Activity Unit Affected Local Cost
Requires school administrative units to provide for all students in grades 1 to 8 at least 20 minutes of daily physical activity. School Insignificant statewide
The required local activities in this bill may represent a State mandate pursuant to the Constitution of Maine.  Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, municipalities may not be required to implement these changes.
Fiscal Detail and Notes
The provision in this legislation that assesses a 20% reduction in state subsidy for education on any school administrative unit that does not comply with the requirement to provide all students in grades 1 to 8 with at least 20 minutes of daily physical activity may result in a significant increase in the local cost of K-12 public education for non-compliant school administrative units.  The impact to individual school administrative units can not be determined at this time.
