Exempting certain capital expenditures from the certificate of need process could have the effect of increasing the cost of health care services since the additional expenditure will be factored into state reimbursement rates.  Any resulting energy cost savings could have the effect of decreasing costs.   The net fiscal impact of this change can not be determined at this time and will depend on the amount and timing of the capital projects approved and the amount and timing of any resulting energy cost savings.  
Exempting any capital expenditure made prior to January 1, 2017 from the requirement of the certificate of need process and certification standards of the Efficiency Maine Trust (EMT) may result in minor savings to EMT as a result of the potential corresponding reduced need to apply and adjust related technical rules.
