This above estimate of fiscal impact does not reflect the costs to the Department of Corrections to house prisoners for longer periods of time. Based on averages, the additional costs for one conviction under Section 1 of the bill is $64,984 over the length of the sentence. The additional cost for one sentence under Section 2 of the bill is $51,916 over the length of the sentence. It is likely that a significant number of offenders would be sentenced longer, resulting in additional costs as early as FY 13. This estimate does reflect the incremental increase to the Maine Commission on Indigent Legal Services which is estimated to be $12,231 in fiscal year 2011-12 and $16,308 in fiscal year 2012-13 based on an average annual case count of 52 vouchers. |
