| This legislation establishes the At-risk Student Grant Program within the Department of Education to provide grants to school administrative units to fund programs that support at-risk students. Because the bill directs that grants be awarded only if funds are determined to be available within the existing budgeted resources of the department, no additional appropriation is required. If the contingent spending is from available General Fund money that the department would not have otherwise spent, the amount normally lapsed back to unappropriated surplus in the General Fund at the end of the year would be reduced by the amount of the grants awarded. Additional costs to the Department of Health and Human Services to consult with the Department of Education on the number of expected clients can be absorbed within existing resources. | ||||||
