school administrative units to have a detailed implementation plan that
includes teacher training including, but not limited to, teaching in
multi-age classrooms. Also requires
school administrative units to prepare and implement an extensive outreach
effort to meet with parents and students in developing and implementing the
plan to transition to a proficiency-based graduation and a standards-based
system of education. |

Mandate Preamble, the two-thirds vote of all members elected to each House
exempts the state from the constitutional requirement to fund 90% of the
additional costs. |
