Delaying the date
that local school administrative units (SAU's) must implement a new
standards-based system for awarding high school diplomas based on student
demonstration of proficiency by one year for each year that transition grants
are not provided delays the State Mandate. |
|
This amendment
removes the Mandate Preamble for the Committee Amendment which had exempted
the State from the requirement to fund 90% of the required activities. Instead it provides a mechanism to fund
those activities by requiring the Department of Education to provide grants
to SAU's from the Fund for the Efficient Delivery of Educational Services,
established pursuant to 20-A, MRSA §2651, equal to 1/10 of 1% of a SAU's
total cost of education to fund the cost of transitioning by January 1, 2017
to a standards-based system of education.
Currently there are no monies in the Fund and no provisions in statute
to direct monies to the Fund. |
