Delaying the date that local school administrative units (SAU's) must implement a new standards-based system for awarding high school diplomas based on student demonstration of proficiency by one year for each year that transition grants are not provided delays the State Mandate. 
This amendment removes the Mandate Preamble for the Committee Amendment which had exempted the State from the requirement to fund 90% of the required activities.  Instead it provides a mechanism to fund those activities by requiring the Department of Education to provide grants to SAU's from the Fund for the Efficient Delivery of Educational Services, established pursuant to 20-A, MRSA §2651, equal to 1/10 of 1% of a SAU's total cost of education to fund the cost of transitioning by January 1, 2017 to a standards-based system of education.  Currently there are no monies in the Fund and no provisions in statute to direct monies to the Fund.
