	Requiring the Public Utilities Commission (PUC) starting January 1, 2012 to refrain from imposing any greater regulatory burdens on telephone utilities than those that were applicable to telephone utilities as of January 1, 2011 and to amend PUC rules and procedures accordingly, as well as to submit a plan to the Legislature to ensure equal regulatory treatment for all telecommunications providers, may result in minor additional costs that the PUC can absorb within existing budgeted resources.
