	This legislation requires the Department of Transportation to facilitate and oversee an independent study of the feasibility of a privately funded, privately operated and publicly accessible east-west highway.  The department currently has planning funds on hand which can be used to cover the costs of this study, estimated to be $300,000.  If final authorization is received to construct the highway, the developer must reimburse the department for the cost of the study.
