Fiscal Detail and Notes
The bill would require that a renter of a homestead held in a revocable living trust provide as part of their application for benefits under the Circuitbereaker program either a notarized statement signed by the claimant or a letter signed by the claimant's landlord stating that the rent for the year for which the Circuitbreaker benefit is claimed has been paid in full.  Maine Revenue Services estimates that this change would lead to a negligible reduction in claims under the program.  Maine Revenue Services would require one additional Tax Examiner position to process the additional materials required for filing a claim under the bill.
