‘Sec. 14. Transfer from Gambling Control Board Other Special Revenue Funds. Notwithstanding any other provision of law, the State Controller shall transfer $157,175 no later than August 1, 2014 from the Gambling Control Board, Other Special Revenue Funds account to the unappropriated surplus of the General Fund.
