An Act To Assist Hunters Transporting Animals for Registration

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA§12304-A, sub-§§2 and 3,  as enacted by PL 2003, c. 655, Pt. B, §232 and affected by §422, are amended to read:

2. Exceptions.   A person may present a bear, deer, moose or wild turkey for registration as follows:
A The viscera and rib cage of the animal may be removed in a manner that permits determination of the sex of the animal; and
A-1 If the head of the animal or an animal's antlers are removed or if the animal is cut and wrapped for ease of transportation, evidence for determination of the sex of the animal must remain naturally attached to the hide of the animal or to the carcass of the animal and must remain attached until the carcass is:

(1) At the final place of storage;

(2) At a commercial meat processing facility; or

(3) At a licensed taxidermist.

B.  A moose may be dismembered for ease of transportation, and the lower legs, head and hide of a moose may be removed. If the head of a moose is not brought to the registration station, a canine tooth or the lower jaw also must be presented at the time of registration.
3. Disposal of animal parts not presented for registration.   A person may not place the parts of a moose an animal not presented for registration where they are visible to a person traveling on a public or private way.

SUMMARY

This bill changes the requirements for the condition of a big game animal before being presented for registration. It allows for transporting dismembered carcasses if certain criteria are met.
