Amend the bill by inserting after the title and before the enacting clause the following:

Mandate preamble. This measure requires one or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures. Pursuant to the Constitution of Maine, Article IX, Section 21, 2/3 of all of the members elected to each House have determined it necessary to enact this measure.

Amend the bill in section 1 in §6663 in subsection 1 by striking out all of the first 6 lines (page 1, lines 4 to 9 in L.D.) and inserting the following:

1 Data collection; website.   A school administrative unit shall at least annually determine the percentage of food purchased, grown or otherwise acquired for use in its elementary schools and secondary schools that is grown, raised or caught in the State. In addition, the school administrative unit shall at least annually determine the percentage of dairy products purchased for use in its elementary schools and secondary schools that is produced in the State.

Amend the bill in section 1 in §6663 in subsection 1 in the 7th line (page 1, line 10 in L.D.) by inserting after the following: " shall" the following: ' at least'

Amend the bill by adding after section 1 the following:

Sec. 2. Effective date. This Act takes effect September 1, 2014.’

SUMMARY

This amendment provides that school administrative units must determine and report at least annually the percentage of food purchased, grown or otherwise acquired for use in its elementary schools and secondary schools that is grown, raised or caught in the State as well as the percentage of dairy products purchased for use in its elementary schools and secondary schools that is produced in the State. It also adds an effective date of September 1, 2014 and adds a mandate preamble.
