An Act Directing the Department of Economic and Community Development To Establish a Program To Promote Economic Growth and Development

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 5 MRSA §13072, sub-§11  is enacted to read:

11 Provide municipal assistance for job training and projects.   The director shall establish and monitor a program to promote economic growth and development by using grants to be matched one-to-one by funds from a municipality for economic development through on-the-job training for people receiving general assistance who are in need of training or retraining for jobs that are at risk in projects that retain employment in that municipality. The funds must be used to:
A Provide on-the-job training for workers of a local employer or business in partnership with the municipality;
B Provide training for workers through the Maine Community College System in partnership with the municipality; and
C Issue funds to local small businesses to employ workers for projects in need of completion.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds to be used for grants to be matched one-to-one by funds from a municipality for economic development through on-the-job training for people receiving general assistance in need of training or retraining for necessary jobs in projects that retain employment in that municipality that are currently at risk due to lack of funding.

summary

This bill requires the Department of Economic and Community Development to establish and monitor a program to provide funds to be used for on-the-job training for people receiving general assistance. Funds will be used to provide training for workers of a local employer or business in partnership with the municipality and training for workers through the Maine Community College System in partnership with the municipality and to issue funds to local small businesses for projects in need of completion.
