‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, this legislation appropriates funding for a study to be done in fiscal years 2013-14 and 2014-15; and
Whereas, the 90-day period may expire after the end of fiscal year 2013-14; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it
Sec. 1. Department of Economic and Community Development to report on code enforcement officer training and certification. Resolved: That, by February 15, 2015, the Department of Economic and Community Development, Office of Community Development shall provide a report to the joint standing committee of the Legislature having jurisdiction over economic development matters on the use of funds appropriated to support the long-term stability of the code enforcement officer training and certification program, as well as the total number of code enforcement officers trained and certified by the department. The joint standing committee of the Legislature having jurisdiction over economic development matters is authorized to report out a bill on the subject matter of this section to the First Regular Session of the 127th Legislature; and be it further

This amendment replaces the bill with a resolve and directs the Department of Economic and Community Development, Office of Community Development to provide a report by February 15, 2015 to the joint standing committee of the Legislature having jurisdiction over economic development matters on the use of funds appropriated to support the long-term stability of the code enforcement officer training and certification program, as well as the number of code enforcement officers trained and certified by the department. It authorizes the joint standing committee of the Legislature having jurisdiction over economic development matters to report out a bill to the First Regular Session of the 127th Legislature.
