Amend the bill by inserting after the enacting clause and before section 1 the following:

Amend the bill by striking out all of section 2 (page 1, lines 3 to 14 in L.D.) and inserting the following:
‘Sec. 2. PL 2013, c. 368, Pt. S, §9 is repealed.’
Amend the bill by striking out all of sections 4 and 5 and inserting the following:

‘Sec. B-1. Review. The Director of the Governor's Office of Policy and Management shall use the powers established under the Maine Revised Statutes, Title 5, section 3104 to analyze the structures and functions of government and identify potential savings in the fiscal year 2014-15 budget. The savings identified must provide a minimum of $25,000,000 in General Fund savings in fiscal year 2014-15 that do not require legislative approval but can be achieved administratively and by financial order upon the recommendation of the State Budget Officer and the approval of the Governor.
Sec. B-2. Report. The Director of the Governor's Office of Policy and Management shall submit a report of the savings identified under this Part to the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs by December 3, 2014. The report must also be delivered to the joint standing committee of the Legislature having jurisdiction over transportation matters if the report includes any positions that are partially or wholly funded by the Highway Fund or by internal service funds, enterprise funds or Other Special Revenue Funds accounts of the Department of Transportation, the Department of Public Safety or the Department of the Secretary of State.
Sec. B-3. Calculation and transfer; General Fund savings. Notwithstanding any other provision of law, the State Budget Officer shall calculate the amount of savings that applies against each General Fund account for executive branch departments and independent agencies statewide from implementing the savings identified under section 1. The State Budget Officer shall transfer the savings by financial order upon approval of the Governor. These transfers are considered adjustments to appropriations in fiscal year 2014-15.
Sec. B-4. Appropriations and allocations. The following appropriations and allocations are made.

Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.
SUMMARY
This amendment strikes provisions from the bill transferring funds from the Maine Budget Stabilization Fund and the Tax Relief Fund for Maine Residents to the unappropriated surplus of the General Fund. Instead, this amendment repeals the inclusion in the so-called cascade of the fiscal year 2013-14 year-end transfer from the General Fund unappropriated surplus to the Local Government Fund of up to $40,000,000.
The amendment provides funding to replace that contingent reduction by requiring the Director of the Governor's Office of Policy and Management to analyze the structures and functions of government and identify potential savings in the fiscal year 2014-15 budget.
