Amend the amendment in section 4 in §1209 by inserting after subsection 3 the following:

4 Limit on license issuance until 2017.   Before June 1, 2017, the bureau may issue no more than 3 wine auction licenses in any 12-month period. The bureau shall issue the licenses based on the order in which applications for a wine auction license are received. The bureau shall verify, in a manner determined by the bureau, that the applicant has access to a private collection for the purpose of holding a wine auction.

This subsection is repealed June 1, 2017.

Amend the amendment in section 4 in §1209 by inserting after subsection 9 the following:

10 Report.   By February 1, 2017, the bureau shall report to the joint standing committee of the Legislature having jurisdiction over alcoholic beverages regarding the administration of this section and the enforcement requirements related to the conduct of wine auctions in accordance with this section.

Amend the amendment in section 4 in §1209 by renumbering the subsections to read consecutively.

Amend the amendment by striking out all of section 5.

This amendment amends Committee Amendment "A." The amendment limits the number of wine auction licenses the Bureau of Alcoholic Beverages and Lottery Operations may issue to no more than 3 in any 12-month period until June 1, 2017. The amendment also requires the bureau to issue a report by February 1, 2017 regarding the administration and enforcement of wine auction licenses.
