Amend the resolve by striking out the title and substituting the following:

‘Resolve, To Conduct a Market Analysis Regarding the Feasibility of Expanded Gaming in Maine and a Framework for a Statewide Comprehensive Gaming Plan’

Amend the resolve in the emergency preamble by inserting after the 4th indented paragraph the following:

Whereas,  ‘in light of the numerous pieces of legislation proposing gaming in the State dealt with by each recent Legislature and the number of citizen-initiated bills authorizing gaming proposed recently, it is imperative that a study of a comprehensive gaming plan be completed as soon as possible to address expanded gaming in the State; and

Amend the resolve in section 2 in the first paragraph in the last line (page 1, line 28 in L.D.) by striking out the following: "considers the following" and inserting the following: 'includes, but is not limited to'

Amend the resolve in section 2 in subsection 2 in the first line (page 1, line 33 in L.D.) by striking out the following: "If a market exists:" and inserting the following: 'A potential framework for a comprehensive gaming plan that considers the following:'

Amend the resolve in section 2 in subsection 2 by striking out all of paragraphs E and F (page 2, lines 6 to 9 in L.D.) and inserting the following:

E. Providing for an estimate of the impact of expanded gaming on existing casinos operating in the State;
F. Establishment of a license fee for a facility that is representative of market value;
G. The development of a competitive bid process that gives preference to federally recognized Indian tribes in the State and commercial facilities that currently conduct live harness racing where pari-mutuel wagers are authorized;
H. Establishment of a competitive bidding process for license fees with a required minimum;
I. Requirements for amenities at newly licensed casino-style facilities, including hotel rooms and conference centers; and
J. Establishment of a single structure for the distribution of slot machine and table game revenue for all facilities licensed to operate slot machines or table games; and be it further

This amendment requires the market analysis performed pursuant to the resolve to include the development of a potential framework for a comprehensive statewide gaming plan. This amendment expands the issues to be analyzed by the consulting firm to include, among other items, the development of a competitive bid process that gives preference to federally recognized Indian tribes in the State and commercial facilities that currently conduct live harness racing where pari-mutuel wagers are authorized and the establishment of a single structure for the distribution of slot machine and table game revenue for all facilities licensed to operate slot machines or table games.
