Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 34-B MRSA §3004, sub-§2,  as amended by PL 1995, c. 560, Pt. K, §33, is further amended to read:

2. General policy.   The department shall develop programs to:
A. Promote and support the development and implementation of comprehensive community support systems to ensure community integration , rehabilitation and recovery and the maintenance of a decent quality of life for persons with chronic mental illness in each of the mental health service areas in the State; and
B. Strengthen the capacity of families, natural and peer networks, self-help groups and other community resources in order to improve the support for the treatment and recovery of persons with chronic mental illness . ;
C Provide mental health services to persons with chronic mental illness in the least restrictive setting that is available and appropriate to the person's needs. Whenever possible, the setting and the services must be consistent with the person's choice. The services offered must, within reason, be geographically accessible and, with the exception of services provided in a residential treatment facility, be provided in the person's chosen permanent home at the level of intensity, of a duration and of a type necessary to meet the person's needs; and
D Provide housing options to persons with chronic mental illness that can accommodate varying levels of support and assistance depending upon a person's needs.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds for community integration, medication management, daily living skill services, assertive community treatment teams, residential services, the wellness recovery action plan program and the bridging rental assistance program.

SUMMARY

This amendment is the majority report of the committee. The amendment replaces the term "psychiatric rehabilitation" with "rehabilitation and recovery." The amendment adds to the law amended in the bill, which is a general policy statement, language regarding the Department of Health and Human Services providing services that are appropriate to a person's needs, consistent with a person's choices and geographically accessible. The amendment also adds an appropriations and allocations section.
