An Act To Create the Integrated Manufacturing Program Fund

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §12717-A  is enacted to read:

§ 12717-A Integrated Manufacturing Program Fund

The Integrated Manufacturing Program Fund, referred to in this section as "the fund," is established under the board of trustees to support the education and training of the manufacturing workforce in the State. The president of the system shall administer the fund, which must be used to pay necessary costs of integrated manufacturing programs at the colleges. The system shall seek funding from public and private sources for deposit into the fund in addition to any state funds appropriated for this purpose. The system may seek funds for this purpose from grants, gifts or other money from any unit of federal, state or local government, from participation agreements or from any person, firm, partnership or corporation. All interest on money in the fund must be credited to the fund. Any balance remaining in the fund at the end of the fiscal year does not lapse but is carried forward into subsequent fiscal years. Beginning in 2015, the president of the system shall provide to the joint standing committee of the Legislature having jurisdiction over education matters an annual report on or before November 15th that includes the amount of funds expended, the number of participants enrolled in integrated manufacturing programs and the number of participants who are employed in a position as a result of the education and training they received under the programs.

Sec. 2. Disbursement of funds. Funds available in fiscal years 2013-14 to 2017-18 from the Integrated Manufacturing Program Fund established in the Maine Revised Statutes, Title 20-A, section 12717-A must be disbursed to York County Community College to expand the capacity of the college's integrated manufacturing program.

Sec. 3. Appropriations; limitation. The Legislature may not reduce appropriations to the Department of Education, the University of Maine System, the Maine Community College System or the Maine Maritime Academy in fiscal year 2013-14 to fund the Integrated Manufacturing Program Fund established in the Maine Revised Statutes, Title 20-A, section 12717-A.

Sec. 4. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides $820,000 in one-time funds and $257,000 in ongoing funds to the Integrated Manufacturing Program Fund to expand the capacity of the integrated manufacturing program at York County Community College to respond to the demand for manufacturing workforce education and training programs.

SUMMARY

This bill establishes the Integrated Manufacturing Program Fund within the Maine Community College System to support the education and training of the manufacturing workforce in the State. The bill provides one-time funding and ongoing funding from the General Fund and requires the Maine Community College System to seek funds from the public and private sectors for deposit into the fund. The bill also provides that funds in fiscal years 2013-14 to 2017-18 must be disbursed to expand the capacity of the integrated manufacturing program at York County Community College. The bill further provides that the Legislature may not reduce General Fund appropriations to the Department of Education, the University of Maine System, the Maine Community College System or the Maine Maritime Academy in fiscal year 2013-14 to fund the Integrated Manufacturing Program Fund.
