Resolve, To Allow Certain Holders of Lobster and Crab Fishing Licenses To Harvest River Herring for Personal Use as Bait

Sec. 1. Department of Marine Resources to adopt rules to allow persons holding a lobster and crab fishing license to harvest river herring for personal use. Resolved: That the Department of Marine Resources shall adopt rules to allow a person holding a license under the Maine Revised Statutes, Title 12, section 6421 to take river herring on property that the licensee owns or rents for use as bait by the licensee. The rules adopted pursuant to this resolve must establish a daily harvest limit and allowed gear, practices and locations as similar as possible to those in rules in place in 2011 that conform with Amendment 2 to the Atlantic States Marine Fisheries Commission's Interstate Fishery Management Plan for Shad and River Herring. Rules adopted pursuant to this resolve are routine technical rules pursuant to Title 5, chapter 375, subchapter 2-A.
