Amend the bill in section 2 in the last line (page 1, line 19 in L.D.) by inserting after the following: "wildlife." the following: 'Rules adopted by the commissioner governing the use of the Livestock Damage Compensation Fund are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A.'
Amend the bill by striking out all of section 3 and inserting the following:
‘Sec. 3. Appropriations and allocations. The following appropriations and allocations are made.
AGRICULTURE, CONSERVATION AND FORESTRY, DEPARTMENT OF
Livestock Damage Compensation Fund N159
Initiative: Appropriates funds for the Livestock Damage Compensation Fund to compensate farmers for livestock damage.

SUMMARY
